So, how does the old "No plastic bags in city limits, but you can bring your own bag or pay .cents for a paper bag (,25 in Sept.)" apply to us these days? Is every store in Watsonville-witin the city limits- complying with the ordinance? What if some don't? what  is the penalty, or is there one? My curiosity was sparked as I left a local store w/my food in hand, rather, in a free plastic bag. :) Anyone?
