Why have boundaries if they are not going to be respected? You bend a little for one person and another comes along who is out of boundary by a few more feet and thus you have set a precedent and so on. That negates a boundary and it negates the law or purpose of having boundaries. And this trustee is sitting on the board making vital decisions and voting on contracts and personnel issues that can later be challenged because she has not been a bonafide trustee as of April. Either go with the law or get rid of it but without some direction, there will be chaos.
